weird headlight problem

my 91 tbird is having a weird headlight problem. After about 20 minutes of driving when the car is fully warmed up, the headlights, and only the headlights, start turning themselves on and off. At first i thought it might be the battery, and though the battery was almost dead, replacing it hasnt improved the condition. My brights still work, and unfortunatley ive had to piss off my whole city on the drive home every night. I pulled out my dimmer switch (one of the knob kinds that you pull out to turn on the headlights) and took a look at it. It looks badly worn, and was very hot to the touch. Could this be the cause of my problems?

I beleive there is TechServiceBulliten about this. Something about the breaker needed to be changed from a 18A to a 25A.
Check in the AutoZone website for the TSB.
