Ford had a recall on that problem. Can't remember if your truck was affected. They put an anti-return valve on the supply line of the fuel pump. Best bet is that the is bad. The switch valve just turns on one pump or the other. There is nothing between, unless the pump is faulty.

Maybe this will help,
Generally when drawing from one tank causes the return fuel to go to the other tank , the problem is with the tank that is overfilling and in this case as just about everyone here gathered The problem is with the overfilling tank fuel pump, Check valve !

thanks for all the info i never would have thought fuel pump when i changed the front tank i reused the old pump guess i should have just gone with a new one not looking forward to having to drop the tank again

If you send me the VIN or post it I can look into the recall for you.

I'm not sure which fuel pump you reused. Presently , if you are getting fuel placed back in the rear tank when using the truck on the front tank, that fuel pump in the rear tank is defective.
