Help with 99 2.0
 

Can't get my Contour to start, its a 99, with the 2.0 4 cyl. I ran the codes and it came back with p1383. I already looked up the code on google but thats where i start drawing blanks.

I understand the it could just be the timing off. Last week me and my dad replaced the alternator in it and had the belt off. I also read that it could be the VCT gone bad. If it is that how hard is it to replace and where can i find a new one? Thanks.
