Struggling to do a timing belt on 2000 ford contour 2.0l 4cyl

How is everyone doing today ? I have a 2000 Ford Contour 2.0L 4CYL.
The timing belt is old, so I decided to change it.
I had put the cylinder number one at TDC , with the screw driver in cylinder number one to
see when the piston is at TDC, and the two exhaust lobes pointing at the exhaust, and the intake lobes pointing at the
intake. I had put the camshaft locking tool on the cams to lock them at TDC. The Torx screw from the exhaust cam
had loosen, but the screw from the intake cam wouldn't loosen us. I sprayed it down with PB blaster and tried to
loosed it up with the impact wrench. I couldn't get is loose. I installed the belt on the Ford Contour, and rotated the engine
twice to see if the engine stayed at TDC. I put the engine components back together and tried to start the car. The engine didn't start.
The next day I was off work, I put the engine back at TDC, put the camshaft locking tool on the cams.
I loosened up the intake cam using an Impact tool set. With both cams loose I set both cams at TDC then tighten them down.
I rotated the engine twice, and rechecked the timing. When I put the engine components back together, and tried to restart the
engine. The engine still would start. Your advice is appreciated to solve this problem
