98 Crown Vic & Traction Control

Hey how's it going? I'm new to this sight and I need some MAJOR help!!!!

I have a 1998 Crown Victoria with a major problem and I cannot figure out what is wrong with it.

If I accelerate the car and try to pick up the speed and I get to about 60 mph it slows the car down to 55 mph wont let me go over 55mph I can step on the gas and it will not do anything. The traction control light is flash on and off. If I slow down to about 30 mph and bring up the speed slowly the car has no faults. If I turn the traction control off it will not fail either. I was reading up on TSB's for this car and I found that Their was a problem with the ABS module and the ECM. So I replaced the ABS module and Reprogramed the ECM as per requested in the TSB. But it did not work. It is still having the same problem. I was reading up on the car and found that the abs wheel cylinders had alot to do with the Traction control so I went a head and replaced the front abs wheel sensors also. I've tested the traction control off switch and it is working fine also. THere are no codes present on the ecm. Has anyone had any problems with the traction control on this car??? Or does anyone know any thing about it????[X(] I am really lost on this one... I could really use some help
