Default A/C issue

2004 Ford Crown Victoria, hot weather stop and go traffic a/c will not blow cool air, get back on the highway and will work..
Does not run hot. Has freon, compressor works, radiator clean.
Whats the issue? Compressor Ideal Switch???

Can be a vacuum issue with a blend door.

Could also be borderline low on refrigerant charge. Have you verified that the cooling fans are operating properly? They may not be coming on in the "HIGH" speed when you need to move more air in the stop and go traffic which is when you need the air flow.
