parking lights work but headlights don't come on...however I can use the highbeam wand to flash the headlights. what's with that?

I would suspect a problem in the multi function switch on the steering column that switches hi and low beam.

Might it be something as simple as the low beams burnt out?? If you can turn on the high beams check for current to the low beam side. Otherwise what hanky said. Or the LCM--even more expensive.

Id bet its your lighting control module (LCM) its an easy fix if you,or someone you know can do electrical soldering. I fixed mine in my 2003 p-71,same problem as you. Just google headlights not working on crown vic. I found the fix on another crown vic site.Dont know if Im allowed to mention it here. it will cost you about $ 20.00 in parts. It was fairly easy.
