Default Add towing to 2002 E-150: Step bumper or framemount hitch?

I want to use my 2002 E150 to do some light towing, like a PWC, maybe two, or a motorcycle. Can I just replace my standard bumper with a step bumper or should I add a frame-mounted hitch like a Draw-Tite or Reese? Any recommendations appreciated.

Iv never towed from a bumper. And never will. Get a receiver. If you find one rated for 1300 tongue weight, let me know because I cant find it.
