2002 E250, HB & Turn Indicators Lit But No Panel Lights
 
This issue really has me stumped.
It used to happen on occasion, but now it's constant.
If I start the van and turn headlights on, the high beam indicator lights up (though low beams are active), both turn indicators light up solid and stay solid but the instrument panel lights don't illuminate.
All external lighting is functional.
If I use turn signals, they work but the indicators function in reverse. EG: Indicators are lit until flasher blinks then that side goes off, when flasher clicks off the indicator lights up again, etc.
High beams also function, but indicator works opposite the way it should. (Shows high beams on when on low)
I've not found any blown fuses.
Any assistance would be appreciated.

I have found in the past when something like this took place it involved a poor ground connection in the electrical system. Many times where a poor ground connection exists the electrons will seek out a path to ground and in this case it could be through the dash lighting. A good place to start would be from the battery negative terminal to all the ground connections you can find and see. They are all over the place, at the front of the headlight area, under the hood, around the radiator mounting etc. Make sure they are tight and CLEAN. You may need to loosen them , clean them and reinstall them to be sure they are good. Don't overlook the ones from the battery to the sheet metal of the vehicle.
