Hard Starting and High Idle

Hello. I have a 05 escape 3.0. Every time I try to start it cranks for a while and then when it does try and start it chugs and dies. If I hold the throttle down while cranking it will eventually start. Once it does start the idle shoots up to about 2500 rpm and slowly returns to about 1000. While driving it will chug and sometimes die. I am throwing a fault (p0193) for the fuel pressure regulator performance. Both the sensor and a mechanical gauge read around 40 psi with the key on engine off and while running. I replaced the sensor and there was no change. I've removed the IAC valve and cleaned it, although it wasn't really dirty. Unplugging the IAC or the MAF while running will shut off the car. Not really sure where to go especially since there are no faults. I can also hear the fuel pump when priming. I ran the fuel gauge on the engine side of the filter so I know its not clogged. Any help would be greatly appreciated.
