Default Overinflated tires

Is it possible that dealer may have not adjusted tire pressures to recommended psi when setting up the tpms, if they have to do something with the tpms, on a new vehicle? My car was delivered with about 45 psi in all tires. Dealer said that they adjusted pressure to correct level or else TPMS light would have come on. But I contacted multiple people including the car manufacturer and TPMSDirect.com, the largest supplier of TPMS systems in North America, and other tire dealers, etc., and they all said TPMS light would not have come on for overinflation of 44 psi, as TPMS triggers light for underinflation only. Dealer just doesn't want to admit that they may not have set my tire pressures to recommended psi before delivery and is now making excuses.

I have never personally heard of a TPMS sensor triggering the light for over inflation. Tire pressure checks are part of the PDI or Pre Delivery Inspection.
