1992 Escort seat belt mechanism broken
 
Above my drivers side door the mechanism which is susposed to slide the chest seat belt forward when I open the door is broken..... mechanism above drivers left sholder making noise like a wheel with bad bearings,,,going round and round..... which fuse do I pull to stop mechanism or which hot wire do I cut to stop it? Its not a safety issue as the belt is all the way back and I merely use the belt release to attach the belt when driving....... my shop cant/wont discuss the issue says its the law...they want to me to spend over $300 to replace the mechanism.

It is the law, though. No altering of safety equipment. But you can try taking apart your own safety gear and put it back together. I would try spraying some WD 40 in the mechanism.

I hate those belts. Back then I had a look at a Mercury Villager. The sales man opend the door and I saw the thing move. I refused to take a seat....it was my shortest test drive ever.
