Question 2001 SOHC - TB and IMRC base adj specs?

Yet again I'm replacing the head on my sisters 2001 Escort 2.0 SOHC. This time due to overheat (heater bypass hose factory T-junction failed) and while I have it disassembled I'd really like to get back to factory base adjustments for the TB and IMRC. I know someone has adjusted one or both of these in the past to cure a low idle, unfortunately I don't know which if not both. Ever since then she has had a racing idle (> 1800) at cold start for over 30 seconds in summer and much longer in winter, not to mention a persistent P1506 (Idle Air Control Over Speed Error). I have on numerous occasions inspected for vacuum leaks as I'm sure that will be your first suggestion. ;-)

If I may, one other question -- While not highly important, is there a torque spec for the two cam retainer bolts? Just don't want them to back out into the cam sprocket.
