Default '93 Escort Wagon, seat belt issues

Hi again, Ford Forum! You really helped me out earlier with my water pump issue, but now I have another problem.

My gf's '93 Escort Wagon was out and about during the horrible Southern CA rainstorms we had last week, somehow a little water got into the passenger compartment (I know because the floor carpeting is a little damp)... now, when I start the car, the driver's side automatic belt only moves back about two inches and then stops. If I open the door or turn off the ignition, the belt returns to the original position (all the way forward)... Obviously, I cannot drive it in this state, so I am in real need of some ideas... I haven't checked the fuses yet, but it seems to have power so I figured it wasn't a faulty fuse... any ideas, anyone?

Come on, folks, where's that patented Ford expertise? This car can't be driven in its current condition.... is there a way of manually moving the seat belt into the locked position without harming anything? I haven't tried disconnecting the battery and reconnecting it, but I will probably try that in the morning... in the meantime, I'm willing to entertain any suggestions.....
