Default 1992 1.9L Engine wont drain oil.

My father got a car for my brother last week, but ever since he worked on it it went down hill. Went from running great to cant even climb a simple hill. My father stopped working on it out of frustration only for my brother to show up and try and drain all the oil, but it sorta looks dirty red, instead of the expected black oil. I suspect these non mechanics have filled or drained something incorrectly, but wasnt here to witness anything, yet being asked to solve it.

The car only has 47K on it and the previous owner a little old lady is now in a retirement home as of last Month. However, she hasn't driven it in about 6 years or more, and only started it every few months to go check her mail 3/4 of a mile away. Its a steal at $300 with only 47K miles. However, nothing is going right and I suspect the tranny was drained and the engine filled with 10 quarts of oil because no one knows what they are doing here.

I tried to find info but Google refuses to show any information on oil drain plug locations and the ONLY plug you can physically see is 24mm in size and somehow I doubt a oil drain plug is 24mm. Now after the oil OR tranny fluid was drained the vehicle now doesn't start, it dont even have any signal like a battery is connected which makes no sense that a oil OR tranny drain would instantly cause no starting, UNLESS there is some sort of protection device. It was running perfectly and immediately before the draining of fluid.

Can someone, anyone tell me where the OIL drain plug and the Tranny drain plug are on this thing please? And why is the ONLY visible plug 24mm gigantic in size? Is there any free pdf owners manuals on this 1.9L engine perhaps.

Can draining a almost redish brown oily thick liquid turn off the ignition completely?

I guess we need to now drain everything, and then properly fill everything just to see if this vehicle will run?
