1999 Expedition ABS problem
 

I've got a 99 Expedition and while braking at low speeds (under 5 MPH) the ABS will engage and I'll have little or no brakes. If I let up on the pedal and reapply the brakes it will stop fine. I'm getting no ABS light when this happens. Can anyone help?
