Bubbling paint problem

Bubbling paint problem
I am new to this forum. I have a 2003 Ford Expedition (love the vehicle) but the paint near the back hatch is bubbling off. Is anyone else having this problem and what do I do? I have called the dealership and they will not repair it? HELP!
