Expedition Starting Problem

My 1998 Eddie Bauer 4x4 has been a great vehicle, but this last summer it developed an intermittant starting problem. Occassionally, when you turn the key to start the vehicle, the starter will not fully engage and it makes a grinding sound. This drives my wife crazy. It used to almost always start on the second try, but recently it has taken as many as 6 or 7 tries to get the starter to engage. I thought it was a starter problem, but replaced the starter and it still does it. I looked at the fly wheel and I don't see any problems there. Has anyone else experienced anything like this? Does anyone have any ideas what it might be. I thought it might be a bad starter relay or a bad ground at the starter.
