Help expe won't start
 

I have a 99 expe which was running fine and no signs of a problem. Went to the store and when I came out it wouldn't start. Battery is fine and when I turn the key there is a clicking sound in the solenoid on the firewall. I jumped the solenoid but it still doesn't turnover. Removed the starter and when put juice to the two large post on the starter solenoid the starter drive kicks out and spins. I put a meter on the starter wires and when I turn the key the meter reads 12 volts. If I put the juice to the small terminal on the starter solenoid the drive kicks out but does not spin. If I put the juice to the big terminal with the jumper to the starter the starter spins but the drive does not kick out. Anyone have any suggestions is it the solenoid on the firewall?
