Help with weird wiper blade issue
 

We have a 2006 EB Expedition and the wipers do not work in the rain. I am also getting a message on dash saying 'wiper fluid low' though it is full and will not reset. The wiper fluid will squirt out and blades will work as soon as my windshield is dry again. Any suggestions?
