Default 2000 XLT hard to start

Here's my problem. When I go to start my truck (mostly when its warm) it takes a while to start. I checked the fuel pressure and it does not seem to be holding its prime. It fails the five minute leak check. FYI: This vehicle does not have a fuel pressure regulator. None of the lines appear to be leaking and vacuum lines look good. I got under the truck and found a line disconnected just aft of the tank. I could not find where it went to. One end has a little white cap on it and the other end was just dangling down. Is this a vent line? Could this be my culprit? Any help would be greatly appreciated.

Ok I went and looked at another explorer and that line was just going to the left rear brake area. Hooked up to nothing as well. I guess that was not the problem. Could it be the injectors or the pump? The pump was pushing 63 psi but could it still being leaking? Any help would be greatly appreciated.
