engine light on. P0171,P0174

Hi Everyone, thanks for the forum. I read one post to replace my door latch which was successful :) thank you.
I just bought this 2001 ford explore sport trac over 180k mileage. engine light on. P0171,P0174. I replaced new egr valve, new DPFE EGR Pressure Sensor, new air filter, cleaned MAF, cleaned throttle body. after all this, engine light is still on. still P0171,P0174. I made a smoker machine to find vacuum leak. It seemed no leak, except smoke came out from egr air bleed holes when the smoke pressure is high. SHRTFT1(%)6.3

RPM(rpm)740,
SHRTFT1(%)24.2
LONGFT1(%)23
SHRTFT2(%)27.3
LONGFT2(%)3.1
RPM(rpm)3223.
Are those data meaning no Vacuum leak? The enginelight was triggered at first when I run out of gas. It went off at once after I filled the tank. Then the fuel was running very low again. The enginelight was back and did not go away even I filled the gas.
It seems no drivability problem. I haven't driven on highway though. New driver.
Please help. Need to make it off to pass the state inspection.

Is it normal smoke coming out from under the diaphragm of EGR valve while do a smoke test? This happened to my old EGR valve, then a new EGR from Autozone, then this new EGR from parts greek. I returned the one to Autozone then bought the second new EGR valve. Now I'm wondering if the smoke air pressure I put in through parking boot hose too big that it pushed down the EGR rubber diaphragm down and smoke come out? I did not see other people's EGR smoke on youtube video. Is EGR a sealed system, smoke should not come out? Thank you very much
