Default Ford Explorer 2009 OBD Not Ready, help!

I have a 2009 Ford Explorer, which had engine light on. Took it to Brake max (almost 3 months in the shop) and they found bad PCM. They got it replaced, it worked and it threw code P1233 Fuel Pump Driver Module Circuit /Offline. Replaced Fuel pump driver module, reset check engine light and no codes after it. I was advised to drive it a few hundred miles to get a drive cycle done before it can pass emissions due to all 8 monitors needing to be cleared/passes.

After 800 driving miles between highway and city, took it to emissions and it came as NOT Ready on Catalyst, O2 Sensor and Heated O2. Brake Max guys say to just keep driving it but it is still not ready. The check engine light still blinks and then turns off when turning the key.
It throws no codes or anything and it runs very smoothly.
Does anyone know what to do?
My 30 day permit ends tomorrow and I only have 2 more 3 day permits, yes... It has taken more than a month and it is still not ready. We have done the drive cycle on the manual but nothing works.

Any ideas?

Which drive cycle, please tell us step by step.
Do you have or can you borrow a scan tool/code reader so you can check on the im readiness yourself?
Which state are you in? What city if you don't mind to tell us.

I don't have a scanner available, and I'm in AZ.
I completed the drive cycle that is in the manual...
20 min steady highway, 15 min stop and go's with 4 30 second idle stops. I've done this a few times.
I found another drive cycle online and I have tried to make it but it's just impossible to do it!

Since you can't tell exactly which one is not ready for sure, so here's a full drive cycle you can try maybe 2AM later if the following three are ready.
1) Make sure the fuel tank is 25% to 75%, if you have a full tank you can't do it tonight you have to wait till it's between 25-75%.
2) Your ford hasn't been driven for 5 hours to 6 hours. You need cold start to run the cycle.
3) Plan ahead, pick a freeway near you without traffic. Pick the street that has fewer or no traffic light or stop sign.

A) Cold start and warm up (idling) for 2-1/2 minutes
B) Turn A/C to max and turn on your headlight and idling for another 2-1/2 minutes
C) Turn off A/C only
D) Slowly drive to (RPM below 2.5k) a starting spot that you picked in step (3) above.
E) From the starting spot, drive slow toward the freeway and set your cruse control to 30mph (that's the minimum for your ford) and drive for 3 minutes
F) Get on the freeway and accelerate then set your cruise control to 50mph and drive for 15 minutes
G) Find an exit and get off the freeway, turn off your cruise control (do not step on the brake) when approaching the exit, find a spot where you can stop your ford
H) Don't turn engine off, just Idle another 5 minutes, then turn off and key out. Wait 1 minute and start it up again.
I) Cycle complete, drive back home at any speed to your liking.

Throughout the entire cycle, accelerate slowly to pick up the speed, don't step on the brake pedal if at all possible between step E to F or else you might have to run the full cycle all over again.

The drive cycle I gave you, I tried that 30+ times on different cars, Japanese/American/European doesn't matter, all ready in 1 cycle. The hardest is step E where you set your cruise control to 25mph or 30 mph, here in California it's so difficult to drive for 3 minutes at 2AM.
When you do the smog tomorrow just have the shop to run the im readiness scan first so you won't get charged again.
