Default Gas Mileage Problems

I have a 1994 Ford Explorer XLT 4X4, Auto, with Air. I have been checking the gas mileage for about two months now and I only get 12-13 miles per gallon in the city. Without prior experience in this area, I am not sure what is the norm. It seems awful low.

The vehicle runs great and new plugs etc. have been put in. It is a 4.0.

Would like some feedback as to reasonable mileage expectations. If the mileage is low, would like recommendations for improving this.

By the way, there are no failure codes.

Someone suggested that it may be an O2 Sensor. Anyone else agree with this.

A bad O2 sensor will usually leave a code. Could be your cat converter
