Difficult to diagnose without being there.
Can you try this?
If the relay(s) click just with the key on, remove one fuse at a time until the clicking stops. Then let us know what that fuse is protecting . That info should be on the back of the dist box cover.

Did you remove fuse # 8 & 10 or relay 8 & 10 ? Relays have no#s. If it is relays, what do they control as shown on the underside of the cover?

If you have the owner's manual, go to the fuse/relay section and they have a diagram with the position and number that will tell you what area you are working with.
Can you do that?

Hi, I am having the same problem with my 2004 ford explorerXLT. I pulled out the relay for the fuel pump and it looked fine and no corrosion on the relay or down where the relay sits in its spot. I did switch it with the horn relay and horn still worked with the fuel pump relay in it. The three black relays are c1006 Horn relay and c1051 fuel pump relay and c1051 High beam relay. My explorer tries to start but it like gas isnt getting through to start the car. I had it towed to a shop and after awhile it started back up again and ran fine for 2 weeks and now this past weekend on saturday the car did the same thing again. I had it towed to another shop today and they said it is starting fine and waiting on it to repeat what it had done earlier. Turning key to start but wont start. The battery is fine, alternator is fine. I did replace the fuel pump back in 2013 with an aftermarket part and not an original ford fuel pump part. I'm at a loss here. Any help would be appreciated.
