Don't know why my rear anti-lock brake light stays on all of the time.
1990 4x4 5.8 v8

[can u elaborate as to name of module that may be bad? I have to use a bunji cord under my brake pedal tied to the steering wheel to keep enough pressure on it so that my rear brake light doesn't stay on and run my battery down. Unfortunately I don't always remember to hook it up and it's really frustrating to come out to a dead battery. I replaced the switch that goes on the brake pedal itself and it seemed to work for a couple days but then it did and the little disc thing that some people thought might have fallen off I'm not sure I'm explaining it right but there's this part that has the vehicle gets old sometimes will fall off the brake pedal so it won't make good contact with this switch but mine is still intact. I've looked at the wiring and I can't see anything wrong with it but not being a mechanic I'm not sure if I'm doing it right but the thing that's got my interest is this module that you're talking about. I tried to follow the link you had in this reply but it just takes me to their opening page of winter driving and I couldn't find a specific article on what to do when your rear brake light stays on. If I use my toe and push up on the pedal it goes off so there is play in the brake pedal itself and sometimes after I've done that I'll come out and it's still initiated the back brake light in the battery is dead. The problem with your vehicle is mechanical not electrical. I you depress the brake pedal and the stop lamps work, that is what it is supposed to do.

The problem is something is not returning the brake pedal to the full up position or the stop lamp switch is not being completely released. Lifting the pedal confirms that.
Someone needs to look under the dash at what is preventing or holding the pedal from coming all the way up. There is a rod that the pedal moves to activate the brake booster and there may be something going on there. Because there could be a few reasons for this , best to actually look and see what is causing the pedal from coming all the way up. If it inside the booster assy , that may require replacement.
Was any brake work done recently ?

I noticed in your other post , there was a possible vacuum problem.. There is a problem with the booster assy.
