1998 ford E-350 ignition problem

My vehicle was recently stolen, I recovered it, but the ignition system was damaged. I replaced the ignition key cylinder, the ignition switch, and the starter with solenoid. If I turn key forward , crawl underneath, and jump terminals on solenoid it will start. Something is preventing vehicle from starting by turning the key and I don't know what?

Any suggestions

Welcome to the site..

Will it crank in Neutral? If No....

In the I/P fuse panel,, put a test light on fuse #34/10 amp and cycle the key to start. Does the test light light up attempting a crank/start if held? Yes/No? If No,, let me know..
If yes, check the R/LB on the starter relay/solenoid. Does it light up there during a crank attempt? Yes/No? If yes, is the relay clicking while trying to crank?
If No test light indication at the relay test R/LB, then we’ll have you do some checks at the trans range sensor. Just another simple test there with the test light...

Thank You much for the reply. You helped to get my vehicle up and running! It was the starter/relay solenoid.I had to buy an after market brand, which had terminals reversed.
