87 351w timing problem

Default 87 351w timing problem

hello. I have a 1987 351 windsor that I'm having trouble with. I bought it from a guy who could not get it to run. he said he rolled new rod and main bearings in it and put a new timing chain set. I've got #1 piston to tdc and lined the dots on the cam and crank gear. It doesn't matter if the cam gear dot is at the top or at the bottom it will blow gas out of the carb. I was told to line the 2 dots up and count 12 teeth over and spin the cam to line that tooth up it the mark on the crank. That is the only way I can get it to run but its still not quit rite. Any insite would be greatly appreciated. thanks.
