Default '96 F-350 7.3 Won't Start-Just turns over!!!!

My buddy has a 96 F-350 7.3 that won't start, just turns over. Had the same thing happen last year and it was the Cam Sensor, so we changed it againg this time... No good, even tried giving a hit of starting fluid..... as this is what he usually has to do in the winter to get it running...still no luck. Previous to installing new Cam Sensor this year we had put in a new fuel filter and truck ran fine for a few days then back to same problem, reinstalled old filter ran fine, then truck wouldn't start again. Any body have any suggestions as to what could be the problem?

Just to further add.. Friend just tried using one of those hand held diagnostic tools on the truck and these codes came up......
1. CAM shaft Pos sensor circuit error
2.CAMshaft sensor Perf error
3. Internal Ctrl Mod Kam Error
4. Output circuit cheack circuit low input
5. ICP not controllable-Pres Above/ Desired
6. ICP Voltage Not at Expected level

I could really use some help here!!!!!! Do not know what these codes mean. Any ideas or suggestions anyone?

1st thing check the oil and make sure it is not low, then check the cam sensor wiring, if this is all good you probably lost the icp or idm both are very expensive I would take it to a dealership and at least pay for them to tell you what is going on, also check your main fuse for the pcm if it is blown ten you need to replace the fuel heater element and your promlem will be solved....
