99 E-150 Doesn't always go into reverse
 

We have the above van that sometimes will/won't go in reverse. When it does, it's right away and solid. When it doesn't, it bogs the engine like it went into reverse, but will only rev up. Fluid levels, trans filter, etc is fine. Any ideas?
