Cooling fan connector 3.8L

Is this normal? 99 Mustang 3.8L
I have a 1999 Mustang 3.8L v6 and i noticed that the cooling fans dont turn on even with the a/c so i checked the connector and seen a terminal missing

Here is the wiring diagram for your vehicle.
It only shows two wires for the cooling fan, the 4.6 engine uses 3 wires and they just use the same connector for both.
Check for voltage between those two pins.
