Default 2000 taurus sits too low to the ground

Is there a way of adjusting the struts so the car rides "higher" without having to purchase stuff?

There is no adjustment on the struts. There is not really anything you can do and keep the safety factors in place.

"Sits too low to the Ground" compared to what? When it was new vs. now? The coil springs get tired and loose their weight holding capacity over time. I replaced the front and rear coil/strut assemblies on my sons 2000 Taurus. Makes a big difference in how the car sets and rides. Also found one front and one rear strut bleeding fluid after removal.
