Bad Water Pump?

So i have a 2001 ford taurus with the 3.0L v6. last night it was making a noise so i popped the hood and see a liquid all over the place on the passenger side of the engine bay well i check the coolant resavoir and its empty, also my heater is not working all of sudden it just blows out cold air like the A/C and i know that means there is no coolant flowing through the lines, so then i fill it up with water to see were the leak is and the water seems to not even be circulating through the system it just sits in the resavoir and tries to boil over if i loosen the cap a little, i think it may be a bad water pump i checked the weep hole on it and it looks like this

and the part were the water pump attaches to the block were the seal is looks like this

What do you guys think, do you think it needs a new water pump

yea there is a weep hole on the other side of the water pump too
