downshift problem

i have a 2002 tauras,130000 kms.It works great in town and on the highway until it comes to a hill and downshifts. It will buck a couple of times and then smoothout.Does the same with or without cruise being on.Seems like when it gets to around 3000 rpm it does this.Any ideas?

How long since a tune up including fuel and air filters?

Don't know if the rev limiter would come into play around 3000 RPM.
