Malfunctioning Speedometer

I changed a couple of bulbs in my 2008 Taurus SEL instrument cluster and now the speedometer does not work consistently. One trip is is fine, the next it won't move at all, the next it points straight down regardless of the speed.

I used the engineering mode to sweep the gauges which fixed it for a day. I also disconnected the battery for an hour which fixed it for one trip.

Anything else I can try before replacing the cluster?

If i do replace it, is there any reprogramming other than the odometer? What does Ford charge to do that? Any point in doing that when it has 165K on it?
