Hey I have an issue with my 99 taurus cooling fans also but it migtht a little different. My taurus has its coolind fans on constantly and the only way to stop them is by disconnecting the battery. It just started yesterday, it had never done that. It seems like its trying to cool off the engine constantly. I have enough water and coolant and I still have the same problem. If you get an answer to your problem do you mind contacting me or something because both have to do with the cooling fans. Tanx.

The 1st website is a componet location charts. There are 2 ECT's, one is a sensor the other is a sender for the temp gauge.
The 2nd website see figs 4 and 9. The red wire is 12V from ECM relay so the ECM give a ground signal to fan relays. My guess is that the ECT sensor is bad. Does it have any problems starting in cold weather, or excess gas useage in hot weather? If not then it maybe the ECM. Best tested with scan tool, if ECM send signal to turn on fans and they don't. Either you have a ground signal problem from ECM, fan relay problem, no 12V to feed fans or no ground at fan motor. good luck
