Default sable rack and pinion

hello everyone this is my first time here but not the last...i have a problem i have a 1999 sable that i put a new rack and pinion in because the old one was leaking well i put new one in and it started leaking at the pinion where the steering shaft mounts,so i took it off and took it back and got another one.. now when i put this one on, the steering is very hard to turn i have to use both hands... i called the dealer all they said was maybe i had the lines backwards or i forgot to put in the lock valve, but i got all that right.......i have also took the low side hose off from the pump to see if it flows and it does..i did find there to be lots of air in the pump but i got all that out by turning the wheels stop to stop wiht the tires off the ground....also it is very easy to turn if the tires are off the ground but very hard if they are on the ground. i called the people that rebuilt the new rack (parts store gave me the number) and they said there is nothing wrong with there rack,,,they said something is in a bind, but i look and cant find anything............the first one i bought worked great but it blew that seal out at the pinion....... thanks for any help

nevermind i will figure it out myself this is the worst forum i have ever been on.
