When you turn the key on, what does the theft lamp do?

when it doesn't start it blinks. otherwise nothing and starts

As you know when you first turn the key on the theft lite should come on and turn off as part of the bulb check phase.
If a theft attempt was made or there is a system fault the lite flashes or stays on steady for 60 seconds.
The system's functionality is contained in the PCM. I guess you have a choice of either accepting it as it is or have someone with a capable scan tool get in and check it out.
