Default 1996 F250 won't turn over

My truck is a 1996 F250 manual 460. I replaced the cellanoid on the fire wall, took the starter off and it tested good, have full power from battery to starter, replaced the electrical ignition switch under the dash, and the clutch starter switch under the dash. It will not start. I can pull start it and it runs, but will not start. Any help or suggestions would be great!

If the starter has a solenoid mounted to it, make sure the small wires that go to that solenoid are making good connetion or not broken somewhere in the wire harness. I have run into this twice. It makes a multible clicking sound, and wont turn over.
