1997 ford f150 mini fuse box 10gen (1997)
 

My manual says there is only supposed to be 2 fuses in it but my has a bunch of relays can somebody help me figure out what they are for?

You are lucky all electrical components work..
It appears from the pix it was not covered or protected from dirt and moisture.
You might consider removing the relays ,ONE AT A TIME, to assure they don't have corroded contacts.
Corrosion causes more problems than faulty components.
