Default 200 Windstar Wipers

I have something gone really whacky with my wipers. When they are off they are like they are on intermentant 1. I did get them to to stop by putting them on Intermentant 1. I replaced the wiper motor thinking that maybe the circuit board in it was bad...............guess not. Now they will not shut off. In the off position they are like Intermentant 1 and Intermentant 1 is normal. Does anyone have any idea what it could be??

Could be either the multi function switch, or possibly the FEM (front electronic module).. Given the failure rate of the MF's, might be the place to start..

Here's the wiper function info..

The front wipers and washer are controlled by the front electronic module (FEM). The front washer/wiper portion of the multifunction switch is hardwired to the FEM. When the switch is moved to the desired position, the FEM processes this information and outputs the appropriate command(s) to one of several hardwired relays which control the front wiper motor speeds or front washer pump actuation. Fault management of the front wiper provides limited front wiper functionality in the event of a failure of the front wiper/washer switch or an ignition switch failure transmitted by the instrument cluster module.
The front washer pump is hardwired to the FEM which will actuate the pump when the front wiper/washer portion of the multifunction switch is moved to the wash position.
The rear wiper and washer are controlled by the FEM. The rear wiper/washer portion of the multifunction switch is hardwired to the FEM. When the switch is moved to the desired position, the FEM processes this information and outputs the appropriate command(s) to a hardwired relay which controls the rear wiper motor speeds, and rear washer pump actuation.

where is that located? The washer motor works fine. The turn signals also work.

Cruise function isn't shared with the FEM..Could be the servo, the clock spring/sliding contact, power distribution... FEM is below left side I/P, but I'd look at the multi function switch for the wiper issue..
