2012 focus rack & pinion

I have a problem that I had a noise coming fro the steering which is noticeable when stopped & turning wheel and took it to dealer 7 they told me rack & pinion was done & was caused by a tie rod that was changed & the boot was loose & water penetrated the electrical steering box my question is even if the boot came loose or even fell off for that fact why would and could it even get in the steering box ,as far as I can see the inner tie rod end just screws in the side of it and this should let water into the unit any body know this for sure as the ford company doesn't want to pay for it & want 2000 + for repairs

You might want to check this site regarding a class action lawsuit against Ford.

link won't open for me.
Is the rack leaking fluid? behind the boot on each end of the ram of the rack there is a seal that must contain high pressure fluid....could dirt in there cause a leak...I believe yes.

if there is a pattern failure from bad rack design that the link addresses; that maybe the likely cause.
