Default 91 Ford E150 starter problem

Hey guys, i have a problem and i cant seem to figure it out....please help? OK, i have a 1991 ford E150 van and i went to start it the other day and the starter stayed engaged, well then i immediatly turned the key off and the engine quit running, but the starter was still turning the engine over with the ignition off and the key out.......? So, i had to undo the negative battery cable to get the starter to stop. OK, well....i replaced the selenoid, and the ignition switch, and i put a brand new starter on the van. Well the problem still exist with all those brand new parts. Ive looked for bad wires but couldnt find nothing. What could it be thats making my starter stay engaged even with the key off and out. What about a Neutral safety switch.........? Well I turned the key on, with the battery unhooked. Dropped the gear lever down in low and touched the Battery cable to the terminal and the truck tried to fire with the van in 1st gear. Guys please help?

look in your owners manual, find the starter relay and remove it from the vehicle. If you do not have an owners manual go to an auto zone they should be able to look the location up.If they can't help you you may need to purchase a manual for the vehicle they usaly cost about $15.00 to$20.00.See if the starter still is engaged. If it is you could have wiring problems. If it is no longer engaged replace the relay.
