Crown Vic P71 Road Noise?

I recently purchased a 2003 P71 with 13,000 miles. The car came to me with 4 "brand-x" tires. I attributed the excessive road noise (sounds like off-road tires), to the cheap tires. I installed new Goodyear tires, with no reduction in road noise. I have driven several P71's and this car is the loudest of all! Anyone have any ideas/advise? Thanks!

Road noise

Did you check to see if any body plugs or holes in the firewall where holes were drilled to run wires even a hole the size of a quarter can make road noice. Wiring harness seals in door jambs? Heater box. I had a 1999 police lumina and found a 4x6 inch rubber seal had separated from the firewall behind the glove box. Drove me crazy, sounded like i was driving with an open car door. I took the glove box out to fix some wiring saw this big hole in the firewall. I Sealed it up. Nice n quiet now. Wheel bearing maybe?? Low kms for that to happen though.

He posted back in 2009. My guess his Vic is not on the road anymore.
