Default Ignition/Distributor Problem on a 1984 460

I have been having intermittent starting problems with my 460 powered RV so I replaced everything, the rotor, cap, wires and plugs. Then it would not start at all. I noticed one of the 3 wires (the yellow one) coming from the distributor had the insulation dried and broken off and the wire was grounding out.
I have a constant negative feed to the coil which gives me a very week and constant spark to the plugs and as I said, it will not start.
Could this yellow wire grounding cause something to malfunction and is this the cause of the constant negative feed?

There should be no wires grounding out ever. There sometimes is a grounding wire going from the hood of a car to the back fire wall but this is needed to complete the circuit for the overhead light on the hood.
