Lost compliance plates
 

I sent my cortina to the panel beater for a respray, the panel beater removed the compliance plate when he was preping the engine bay then when belly up and left town, I picked up my car but there are no compliance plates and the panel beater is un contactable, and suggestions on what I can do to get new compliance plates?
