Default Is this normal Down Stream O2 sensors read .830v

Hi all
2015 Ford Flex SEL, Dealing with the dreaded CATs. P0430 code. Car is at 110K. Before I spend the 2000.00 for a CARB approved CATs. I want to go through it. My OBD scanner live data show both Rear sensors steady but at a higher voltage than what I read about rear O2 sensors. I've read or YouTube says should be about 450mv. Now my Scanner reads Milliamps for the upstream sensors. And I get the switching signal and looks normal. But I can't find what would be nominal range. At idle both switch between +45ma and -45ma. Anyone have any insight to the rear cat voltage level. Right now this would indicate rich condition. That needs corrected before I change the expensive parts.
B1S1 & B2S1 switching measured in milliamps.
B1S2 & B2S2 Steady at constant RPM about .830mv.
OBD2 reader Launch 123E. Just hoping for a comparison against another one. I just trying to interpret what I am seeing.
Also Fuel Trims Short and long are slightly negative or positive. but hover at zero.
Thanks in advance.

When are you doing the measuring? If the converter has not reached a high enough temp it can't function correctly.
The ideal thing to measure/see is the graph of the voltage. The graph should after the second converter should be almost a horizontal line. Near .(.5 )+,_ a few tenths of a volt.
Don't forget the meter is giving you averages because it is not capable of responding that quickly.

Thanks For Replying, The Converter was above 1000 degrees. And the yes its stable Flat line within the the .5 that you mentioned. Just seemed to be a higher than expected.
Just realized I put a decimal point in my post It's 830mv not .830mv.
