Transmission Drama - Sensor??

I will try to be succinct. The two pictures below contain a few pieces of information that I think will help describe what I need help with. Under the transmission data pids we can see that the transmission slip speed (tc_slpspeed) value is 1023 RPM WITH THE ENGINE OFF OR IDLING. if the engine idles at 600 rpm its the same. at 40mph the TC% begins to go up to 100% and slip speed will go to 0. But between 0-39mph there is no tc engagement which may be normal but why is the slip speed 1023 and what sensor/sensor aggragate is providing this information to the computer. Im about to buy identafix to get wiring diagrams so if anyone has them id love you forever. Any thoughts welcome. Thanks.
