Default Trouble shooting turn signal

Im trying to to get the turn signal on the boat trailer to work. It seems the problem is with the tow vehicle. (98 ranger)

The passenger side turn signal on the trailer doesn’t work. The driver side does

Both turn signals on the truck work.

The green wire on the trucks electrical plug is dead. The circuit tester doesn’t light up

All fuses on the truck seem to be ok

What do I do now?

Put a 12v tester on the #3 fuse, with the muilti function switch selection for the right side the power to the fuse should flash/cycle.. The trailer lamp function and truck lamps are separate circuits through the multi function switch...
