My 2001 Ford Ranger won't shift out of Park and power window will not go up.

2001 ford Ranger XLT will not shift out of park.
2 torx screws at the 'lower' shift arm come loose quite often, These are T30 torx screws
located on the shift arm leaver, under the dash mine were loose and this fixed the problem.
